Cesar R. Holguín
Attorney
at law. Admitted in 1970, Catholic University of Guayaquil.
Post grade at the University of Pittsburgh, Pa. in 1974. Mr.
Holguin has 35 years of uninterrupted professional practice.
Founder Partner in 1971 of the Law Firm “Holguín, Loaíza &
Trujillo”, based in Guayaquil, Ecuador.
He joined Ernst & Young Ecuador
as an outside consultant in 1978. In 1991 he became the Tax
Partner of Ernst & Young Ecuador where he founded the Tax
Department of the firm and later he became the Tax & Legal
Partner. Mr. Holguin remained with Ernst & Young until 31
October 2002. Upon his departure from Ernst & Young and once
reintegrated to his private professional practice, he founded
“Lawnetworker S.A. Asesores Legales” a firm specialized in
providing tax and legal services, of which he is the President
and Managing Partner. Lawnetworker S.A. took over the clients
and former practice of the Law Firm “Holguín, Loaíza &
Trujillo”. Currently Lawnetworker S.A. is the Ecuadorian
member firm of LATAXNET, LATIN AMERICAN TAX & LEGAL NETWORK
He was a Vice Minister of
Industries, Commerce and Integration of Ecuador from 1984
until 1987 and represented his country in several events and
international forums and as Partner of Ernst & Young Ecuador
he attended uninterruptedly to all training courses for Latin
American Tax Professionals (ITS) sponsored and organized by
Ernst & Young from 1991 to 2002. He was also a speaker in
other events supported by Ernst & Young.
Mr. Holguin has been, and is,
tax and legal consultant for several multinational companies,
among them, Tidewater Marine International, Inc., PriceSmart,
Inc., HBO Latin America, Alcatel, BellSouth, The Coca-Cola
Company, McDonald´s, Hilton, Saipem, Fluor Daniel, General
Electric, Williams Brothers, Morgan Stanley Capital Group,
Credit Swiss Bank, Compaq, Hewlett Packard, etc.
He has also been a contributor
of Ecuadorian tax issues articles for “Tax Digest”, “Tax News
International” and “Global Tax Briefing” all of them US
specialized tax magazines and for the Peruvian magazine “Tax
Analysis”. Mr. Holguin is a member of the Guayaquil Bar and is
fully bilingual Spanish-English.
Jacinto G. Loaíza
Attorney at Law, admitted 1970,
Catholic University of Guayaquil; holds a P.H.D. in
Jurisprudence. Dr. Loaíza is a specialist in Constitutional
Law, Administrative Law, Civil Law and Public Contracting
Legislation. He has occupied important positions in the public
administration, among them, the Governorship of the Province
of Guayas. He has been a member of the Legislation Commission
of the National Congress and currently he is a voting member
of the Constitutional Court of Ecuador. Dr. Loaíza has performed as professor of
Administrative Law in the Catholic University of Guayaquil, as
well as editorialist contributor for El Telégrafo, a
respectable newspaper of Guayaquil.
